For three years the pitch wrote itself. The Steam Deck was the cheap one — the Linux console-in-a-brick that you bought because it cost half of a gaming laptop and asked nothing of you. The ROG Ally was the expensive one — the Windows machine you bought when you wanted horsepower and were willing to fight the operating system for it. Cheap-and-simple versus pricey-and-flexible. Every comparison, including several of ours, ran on that rail.

That rail is gone. In 2026 the budget handheld runs Windows, the premium handheld runs Linux, and the price tags have swapped ends. If you came here to find out whether the ROG Ally or the Steam Deck is the better machine for running actual retro software — emulators, ROMs, CRT shaders, the whole library from the Atari 2600 to a PlayStation 3 that never officially existed on a handheld — then you need to throw out the framing you arrived with. The machine that looks like the value pick on the shelf is not the machine that wins on the couch. Here is why, with the numbers.

The 2026 Flip

The story everyone still repeats

The received wisdom, circa 2024: the Steam Deck OLED started at $549 for 512GB, the ROG Ally X launched at $799.99, and the moral of the story was that Valve had built a device that undercut everything while being easier to live with. ASUS answered on power. Valve answered on polish and price. If you wanted a handheld that emulated a GameCube on the couch without a two-hour setup ritual, you bought the Deck and you didn't think about it again.

This article is the retro-buyer's version: same two brands, different question. Not "which runs Cyberpunk faster," but "which is the better emulation box in the year the prices inverted."

The May 2026 hike that changed the math

On May 27, 2026, Valve raised the price of the Steam Deck OLED. The 512GB model went from $549 to $789. The 1TB model went from $649 to $949. Valve's own statement blamed "component costs" and "global logistical challenges" — which, decoded, means DRAM and NAND prices getting torched by AI-datacenter demand, plus the shipping-lane chaos that has become a fixed feature of hardware pricing. The 256GB LCD model, the traditional $399 doorbuster, was discontinued on December 19, 2025. There is no longer a cheap Steam Deck. There is only an expensive one and a more expensive one.

Meanwhile ASUS had launched the ROG Xbox Ally on October 16, 2025 at $599.99, with the higher-tier ROG Xbox Ally X at $999.99. Do the subtraction. The cheapest Steam Deck you can buy new is $789. The cheapest current ASUS handheld is $599.99. The Windows machine is now roughly $190 cheaper than the Linux one. The narrative didn't shift. It reversed polarity.

Why a retro buyer should care

Here is the trap, and it is a good one. The instinct — trained by three years of "Deck is the value pick" — is to see $599.99 next to $789 and reach for the ROG Xbox Ally. For a lot of buyers that instinct is now correct. For a retro buyer it usually is not, and the reason has nothing to do with the price tag and everything to do with two trackpads, an OLED panel, and a software stack that treats emulation as a first-class citizen instead of a thing you bolt on. The rest of this article is the argument for spending the extra $190, and the specific, narrow cases where you shouldn't.

The Full Spec Sheet

Silicon: Zen 2 versus Zen 5

Start with the honest part: the ROG Xbox Ally X out-specs the Steam Deck OLED on almost every line that a spec sheet measures. The Deck OLED runs an AMD "Van Gogh" APU — four Zen 2 cores at up to 3.5GHz, eight RDNA 2 compute units at 1.6GHz. That silicon is a 2022 design and it shows its age against a 2025 chip. The ROG Xbox Ally X runs the Ryzen AI Z2 Extreme: eight cores (three Zen 5 plus five Zen 5c) reaching 5.0GHz, a Radeon 890M with 16 RDNA 3.5 compute units, and — for the people who care — a 50-TOPS NPU that does nothing whatsoever for emulation but looks good in a keynote. The base ROG Xbox Ally uses the weaker Ryzen Z2 A, closer to the Deck in raw output.

On paper this is a rout. In practice, as the benchmark section will show, the gap narrows dramatically the moment both machines are held to the same wattage — which, on a battery, is most of the time.

Displays and batteries

The panels tell opposite stories. The Steam Deck OLED uses a 7.4-inch 1280×800 OLED at 90Hz with HDR and a 1,000-nit peak. The ASUS handhelds use a 7-inch 1920×1080 IPS panel at 120Hz with FreeSync Premium VRR and 500 nits, no HDR. Higher resolution, higher refresh, no true blacks. For a modern AAA game the ASUS panel is arguably better. For a Game Boy Advance library rendered at native resolution, the OLED's per-pixel blacks are worth more than every extra pixel ASUS ships — a claim we will defend with math later.

Batteries: Deck OLED, 50Wh. Base ROG Xbox Ally, 60Wh. ROG Xbox Ally X, 80Wh. Note that the base ASUS unit carries a larger cell than the Deck — a common error is to cite the base Ally at 40Wh, but that figure belongs to the discontinued 2023 original ROG Ally, not the 2025 model on shelves now. The current base unit is 60Wh and 670 grams; the Ally X is 80Wh and 715 grams; the Deck OLED sits between them at roughly 640 grams.

The discontinued models matter

Two products vanished in the last eight months, and both distortions feed the used market. The $399 Steam Deck LCD is gone, which removed the only genuinely cheap way into SteamOS. And the 2024 ROG Ally X — the $799.99 unit that our own earlier flip coverage was built around — has been pulled from the ASUS store and Best Buy, replaced by the $999.99 ROG Xbox Ally X. If you see either discontinued unit on a shelf at a discount, that is frequently the better value than anything above, precisely because the new pricing is so ugly. A used 2024 Ally X at $500 is, for emulation, functionally the same machine as a $999.99 ROG Xbox Ally X.

Cost per useful frame

The value calculation for a retro buyer is not "dollars per teraflop." It is "dollars per unit of not-fighting-your-hardware." On that metric the base ROG Xbox Ally at $599.99 is the cheapest entry into 8-bit-through-Dreamcast emulation, full stop — it will chew through everything up to and including most GameCube and PS2 titles, and it costs $190 less than a Deck. The Steam Deck OLED's $789 buys you the trackpads, the OLED, and the SteamOS-plus-EmuDeck experience. The ROG Xbox Ally X's $999.99 buys you PS3-and-Switch headroom that the other two can only partly reach. Three tiers, three honest jobs. The mistake is assuming the cheapest one is the best emulator — it is merely the cheapest PC.

Performance Benchmarks

Tied at 15 watts

The most important benchmark result in this entire comparison is the boring one. When GamersNexus held both machines to a matched 15-watt TDP — the wattage a handheld actually runs at unplugged if you want more than 90 minutes of battery — the ROG Ally and the Steam Deck landed within a few percent of each other. The 2025 silicon is faster, yes, but a modern APU starved of power behaves a lot like an old APU. The Deck's Zen 2 cores are efficient at low wattage in a way that closes most of the theoretical gap. If you play at 15W, the two machines are, for practical purposes, tied — and the Deck does it while running quieter, at a measured ~22–25 dBA fan noise.

This is the number that the spec-sheet crowd never internalizes. On a bench, plugged in, at 30 watts, the ASUS chip wins comfortably. On a train, at 15 watts, the win evaporates. For emulation — which is overwhelmingly GPU-light and CPU-latency-sensitive rather than raw-throughput-hungry — the low-wattage tie is the relevant reality.

The 25–30 watt ceiling

Give the ROG Xbox Ally X room to breathe and it does pull ahead. PCGamesN clocked the Ally X at 72.2 FPS in a 720p Medium native run at 25W — but when both machines were matched to a comparable "Steam Deck preset," the spread compressed to roughly 58 FPS on the Ally X versus ~44 on the Deck OLED. That is a real advantage, on the order of 30%, and it is exactly the margin you want for the heaviest emulation. Windows Central and Tom's Guide measured the Ryzen AI Z2 Extreme at a Geekbench single-core score of 2,325 at 17W against the older Z1 Extreme's 1,795, with OpenCL climbing to 33,488 — a 30–40% GPU uplift generation-over-generation, though their verdict on the chip's early tuning was pointedly lukewarm, filed under "performance fails to impress."

Be skeptical of the viral numbers. The old "60 FPS Ally versus 25 FPS Deck" figure floating around forums traces to a May 2023 God of War 3 RPCS3 test on original hardware and is not representative of a matched-TDP 2026 comparison. When someone shows you a 2x gap, ask what wattage produced it. It is almost always the plugged-in ceiling, not the battery reality.

Thermals, noise, and the battery bill

Power costs heat and heat costs battery. TechPowerUp measured the Ally X at 71°C at 25W and 77°C at 30W; Notebookcheck logged its fan at 32.2 / 33.8 / 42.6 dBA across load states — audibly louder than the Deck's ~22–25 dBA. And the battery bill is brutal at the top: XDA ran GTA Online on the Ally X at 25W and got one hour and 56 minutes from the 80Wh cell. The Deck OLED, at its lower ceiling, is cited at 2–5 hours in demanding titles; the base ROG Xbox Ally at 1–3 hours. For light emulation both machines run for many hours; for heavy 3D emulation the Ally X's power advantage is self-limiting on battery. Emulation: Same Silicon, Same Ceiling

The x86 truth nobody advertises

Here is the fact that collapses most of the internet's ROG-versus-Deck emulation arguments: they run the same emulators. Both are x86-64 AMD PCs. RetroArch, PCSX2, Dolphin, DuckStation, PPSSPP, Flycast, melonDS, RPCS3 — every one of them ships the same binary logic on both machines. There is no title that emulates on one x86 handheld and refuses to run on the other for architectural reasons. The 3DS scene migrated from the shuttered Citra to Azahar; the Switch scene lost yuzu entirely after Nintendo's March 2024 settlement (a reported $2.4 million and a shutdown), and what remains is legally radioactive. But whatever survives, survives identically on both platforms. The chip vendor is the same. The instruction set is the same. The ceiling is set by wattage and thermals, not by badge.

Where the Deck runs out of road

That said, ceilings differ by degree. For everything up to and comfortably including PS2, GameCube, Wii, PSP, Dreamcast, N64, and Saturn, the Steam Deck OLED is more than sufficient — this is the overwhelming majority of what anyone actually emulates, and the Deck handles it without drama. The place the Deck strains is PlayStation 3. Retro Game Corps, reviewing RPCS3 on the Deck, called the experience "quite limiting" — heavy PS3 titles push the Zen 2 cores past comfort. This is the single strongest argument for the ROG Xbox Ally X: if your library is built around demanding PS3 emulation or the heavier end of Wii U and Switch, the Ally X's Zen 5 cores and 16-CU GPU convert "quite limiting" into "playable." The EmuDeck experience

Software is where the two diverge in feel even when the silicon agrees. On SteamOS, EmuDeck installs into a coherent pipeline: it configures every emulator, wires up Steam ROM Manager so your games appear as tiles with box art in the same library as your Steam purchases, and hands you a system that boots to a controller-navigable frontend. Retro Game Corps famously called the Deck a "perfect storm of handhelds" for exactly this reason — the hardware, the price, and the software arrived aligned. Trackpads, OLED & Why They Matter

The trackpads nobody markets

The Steam Deck has two trackpads. The ROG Xbox Ally and Ally X have none. In a AAA-gaming comparison this is a footnote. In an emulation comparison it is close to decisive, and it is the single most underweighted spec in this entire matchup.

Consider what the trackpads unlock. Nintendo DS emulation on melonDS wants a pointer for the touch screen — a trackpad is a natural fit; a thumbstick is a compromise. Wii emulation on Dolphin wants IR pointer control for the vast library of games built around the Wiimote — a trackpad maps to it cleanly. Mouse-driven PC classics, point-and-click adventures, RTS titles, light-gun games, and — critically — navigating a desktop or a fiddly emulator config menu all want a pointer. On the Deck you have two. On the Ally you have a touchscreen you can't reach comfortably with your thumbs and, otherwise, nothing. Windows navigation on the Ally without a paired mouse is, in the words of one hands-on comparison, "clunky." The trackpads are not a luxury for a retro user. They are the input device half the back catalogue was designed around.

OLED versus LCD for pixel art

The ASUS panel has more pixels and a faster refresh. For a 240p Super Nintendo game, neither of those matters and the Deck's OLED matters enormously. Pixel art from the 8- and 16-bit eras lives or dies on contrast — the difference between a black background that is black and one that is dark grey. An OLED's per-pixel illumination delivers true blacks; the Ally's IPS panel delivers a backlit approximation with 500 nits and visible black-level lift. Stack a starfield, a dungeon, or any high-contrast sprite scene side by side and the OLED wins in a way no resolution bump can answer. Why 800p is a feature

Counterintuitively, the Deck's lower 1280×800 resolution is an advantage for retro. Older games scale more cleanly to sub-1080p panels; a 240p or 480p source integer-scales to 800p with less awkward interpolation than it does to a native 1080p target, reducing scaling artifacts. The Ally's 1080p panel is superb for a native modern game and slightly fussier for a decades-old one that has to be blown up to fill it. For emulation, resolution past a point is a liability you have to actively manage with integer scaling and shader passes — the very features we cover next. The Deck's panel is, almost by accident, better matched to the source material.

Shaders, Save States & Netplay

CRT shaders on an OLED

This is where the panel argument goes from strong to unfair. CRT shaders — the Royale, CRT-Guest-Advanced, and Mega Bezel families that simulate an aperture-grille tube — depend on the display being able to render deep blacks between simulated scanlines. On an LCD, the gaps between scanlines glow faintly and the mask loses its bite. On an OLED, the black scanline gaps are genuinely off, and the shader looks the way its author intended. Running a CRT shader on the Steam Deck OLED is the closest a handheld gets to a real Trinitron in your hands. Running the same shader on the Ally's IPS panel is a decent impression. Both machines have identical GPU horsepower to compute the shader — RetroArch's Vulkan and GLSL passes run the same on both — but only one has the panel to display it correctly.

Save states and netplay

These are OS-agnostic and both machines get them in full. RetroArch save states, standalone-core quick saves, and rewind all function identically on SteamOS and Windows because they are features of the emulator, not the platform. Netplay is the same story: RetroArch's rollback netplay, Dolphin's netplay, and the PCSX2/DuckStation multiplayer paths run on both. If you want to play two-player Bomberman across the internet with a friend, the machine underneath doesn't care which logo is on it. The one wrinkle is convenience — SteamOS's built-in game-mode overlay and per-game profile system make it marginally slicker to bind a save-state hotkey and forget it, whereas on Windows you are more likely to be managing focus and background processes.

Integer scaling and aspect ratio

Integer scaling — rendering each source pixel as an exact block of display pixels so a 240p image stays razor-sharp — is a RetroArch and standalone-emulator feature available on both. One reviewer at Retro Handhelds called integer scaling on these panels a "godsend," and the sentiment holds on either machine. The practical difference again comes down to the panel: the Deck's 800p vertical resolution divides more gracefully into common retro vertical resolutions than 1080p does in several cases, meaning fewer situations where you have to choose between a slightly-too-small integer-scaled image and a blurry non-integer fill. It is a small edge, but it stacks on top of every other panel-related point in the Deck's favor.

SteamOS vs Windows 11

SteamOS: the console-like choice

SteamOS 3 is a Linux system tuned to boot straight into a controller-first game mode, with Valve's Proton compatibility layer translating Windows games on the fly. For the retro user its virtue is simpler than any of that: it treats a handheld like a handheld. It sleeps and resumes instantly, it never surprises you with a reboot to install an update mid-session, and it does not have a desktop taskbar lurking one stray button-press away. Every 2026 comparison reaches the same shorthand — the Deck is the "console-like" option, the Ally is the "mini PC." For emulation specifically, console-like is the correct target. You want to pick up the machine, resume the game, and put it down.

Windows 11: flexibility with friction

Windows 11 on the Ally is the double-edged blade. On the upside, it runs anything — every launcher, every emulator build the day it ships, Xbox Game Pass, the Epic Games Store, and Windows-only emulation tools with no translation layer in the way. Pocket-lint's take is that Windows makes emulation "frictionless" in the sense that nothing is ever blocked. On the downside, Windows was never designed for a 7-inch screen and two thumbs. Gizmodo's Kyle Barr, reviewing the Ally X, put it flatly: the Deck is "the prettiest and easiest to use of all the mainline handheld gaming devices," while "Windows 11 and Microsoft's inattention to its OS on small screens makes everything harder than it needs to be" — you can read the full Gizmodo review for the extended version. XDA's verdict was more vivid still: Windows on this hardware is "a sports car shell over a tractor chassis."

ASUS's answer is the Xbox Full Screen Experience, a console-style shell that suppresses the desktop, and it genuinely helps. Engadget's Sam Rutherford said it "makes launching and playing games on Windows-based devices so much more seamless that it's kind of wild it took so long to get here" — the Engadget review scored it 88. But the launch was rocky; The Verge's Sean Hollister asked why ASUS and Microsoft were "shipping these handhelds today when they're buggy and clearly not ready for launch," calling the X a "$999 beta," and Polygon's Oli Welsh went further: "compromised, confusing, annoying to use, and prohibitively priced." The SteamOS 3.9 twist

And then, in late April 2026, the ground moved. Valve released SteamOS 3.9 with official support for AMD handhelds beyond the Deck — including the ROG Ally and Legion Go. You can now wipe Windows off an Ally and install Valve's OS with Valve's blessing, gaining true hibernation, better Bluetooth audio, and HDR/VRR improvements, per Ubergizmo's coverage. This partially dissolves the entire OS war. The caveats are real — reports note TDP controls missing on the Ally X under SteamOS and a non-functional SD card slot on the original 2023 Ally — but the direction is unmistakable. In 2026 the choice is no longer "Ally means Windows." It can mean SteamOS on ASUS hardware, which is a genuinely interesting third path we will return to in the migration guide. (Ignore any site claiming a "SteamOS 3.8 for handhelds" scoop from tech-insider.org — that domain is a fabrication mill and its version numbers are invented.)

Five Buyers, Five Verdicts

The couch emulator and the tinkerer

The couch emulator wants to play Chrono Trigger, Metroid Prime, and God Hand from a chair, resume instantly, and never see a config file. Buy the Steam Deck OLED. The trackpads cover Dolphin's pointer games, the OLED makes 16-bit art sing, SteamOS resumes in a heartbeat, and EmuDeck did the setup. This is the largest single group of retro buyers and the Deck is built for them.

The tinkerer enjoys the setup as much as the games — swapping emulator builds the day they drop, running experimental RPCS3 forks, dual-booting distros. Buy either, but the base ROG Xbox Ally at $599.99 gives you Windows flexibility for the least money, and thanks to SteamOS 3.9 you can add Valve's OS later without buying a Deck. It is the most modular starting point.

The PS3 pusher and the Game Pass player

The PS3 pusher has a library that leans on RPCS3 and the heavy end of Wii U and Switch. This is the one profile where power decides. Buy the ROG Xbox Ally X — its Zen 5 cores and 16-CU GPU turn Retro Game Corps' "quite limiting" PS3 experience into something you'd actually choose to play, and the 24GB of RAM helps the memory-hungry cores. You pay $999.99 and you carry 715 grams, but you get a ceiling the Deck can't reach.

The Game Pass player wants emulation and a first-party modern library — Xbox cloud and native titles alongside the ROMs. Buy an ROG Xbox Ally (either tier). Game Pass, the Xbox app, and Windows launchers are native here and a Proton headache on the Deck. If half your play is current-gen Xbox and half is retro, the ASUS side is the honest pick.

The traveler and the value hunter

The traveler optimizes for battery and weight on long flights of low-wattage play — GBA, SNES, PSP, PS1. Buy the Steam Deck OLED: at 15W it ties the Ally on performance while running quieter and lighter (~640g), and light emulation sips its 50Wh cell for many hours. The Ally X's 80Wh is bigger but it is also 715 grams and its power advantage is wasted on a Game Boy.

The value hunter simply wants the most capable emulation machine for the least money and does not fetishize the panel. Buy the base ROG Xbox Ally at $599.99 — the cheapest new entry into the entire x86 emulation ecosystem, $190 under the cheapest Deck, and fully capable through PS2 and most GameCube. Or, better still, hunt a discontinued 2024 ROG Ally X on the used market, where it is functionally an Ally X for hundreds less.

Migration Guide

Moving ROMs and saves (both are x86)

Because both machines are x86-64 PCs running the same emulators, migration is genuinely painless — far easier than moving between, say, a Deck and an ARM-based Android handheld. Your ROMs are identical files. Your RetroArch save states and standalone-core saves are, in the overwhelming majority of cases, byte-for-byte portable. The move is a copy operation, not a conversion. Format a USB-C SSD or a microSD card as exFAT (both SteamOS and Windows read it) and shuttle the folders across:
